How we count
Counts come from the FMCSA Register's daily list of operating authority applications. A carrier is counted once per month, in the state of its mailing address, however many days or authority types it appears under; the authority-type table counts each type a carrier applied for, so it can add up to more than the total. Applications are not grants — some are later withdrawn or dismissed.

Every new carrier enters FMCSA's 18-month new entrant program, with a safety audit inside the first year. Getting your drug & alcohol program, driver files and records right before the audit notice is the cheapest time to do it.
